Our History

Data Systems International is the industry leader in developing, distributing and supporting powerful, easy-to-use technology solutions to agencies, authorities and professional consultants in human social services and workforce services. Data Systems International (DSI), located in Salt Lake City, UT, was incorporated in 1983.

Today, DSI is a corporation that markets and services client case management software application solutions for the public and private sector. We are a privately held company that has established itself as an innovative provider of information technology solutions to the human social services sector for the last 10 years. We have become recognized for our expertise and competence in developing a powerful software platform, supported by innovative toolsets that enable users to configure solutions to meet their individual needs.

The first version of ClientTrack was shipped in 2003, and marked the first .NET, web-based solution ever developed for the human social service industry. Since then, nearly 1,000 agencies and more than 10,000 users have adopted the ClientTrack platform, because they believe it is the most effective technology for serving the human social services community, while satisfying crucial operational and compliance reporting requirements.

Organizations that were once wary of computers and Web-based systems are now recommending the ClientTrack platform to their peers because of its configurability, data security and ease-of-use. ClientTrack helps all human social service organizations reduce operational costs, increase operational efficiency, and deliver more resources to their clients.

Our Leadership Team

Carl Champagne, CEO & President
Carl Champagne is the Chief Executive Officer and President of Data Systems International.  He stepped into DSI as a hands-on private investor and provides the leadership necessary to enable DSI to achieve the next level of success.  He also has experience with large corporations such as GTE and Digital Equipment, Compaq (now Hewlett Packard).  For the last 20 years, he has guided seven high technology and manufacturing companies through critical phases of turnaround and fast track growth.  To each of these endeavors he has provided market vision, technological and business expertise, and vital leadership.  Carl is Board Chair of SPLORE, a Non Profit company, Special People Loving Outdoor Recreation Experiences.  He joined SPLORE in the fall of 2002 with the vision and goal of leading SPLORE to financial stability and national/international presence.  Carl has a BS / MS in Computer Science, with advanced studies from the Sloan School at MIT. 

Jay Brummett, Chief Operating Officer

Jay Brummett

Jay Brummett is the Chief Operating Officer at Data Systems International.  Mr. Brummett has over 25 years' experience in the Information Technology industry within the academic, public and private sectors. He has over-all responsibility for operational and customer focused business activities. 

Mr. Brummett came to DSI from Ogden City, where he held the post of Chief Technology Officer. Under his management, Ogden City became an acknowledged leader in digital-government, including being repeatedly named the #1 Digital City by the National League of Cities and Center for Digital Government, was recognized for Best Practices in Storage for Innovation and Promise by the Storage Networking Industry Association, and was awarded a prestigious ComputerWorld Honors Laureate, which is presented to organizations that have demonstrated extraordinary use of information technology to better the world’s humanity.  Prior to joining Ogden City, Mr. Brummett held key corporate and engineering management positions in several industry-leading public companies as well as the senior partner responsible for portfolio technical and “business turn around” management with a prominent inter-mountain venture capital firm. 

He currently holds the sole US seat on the European Union’s SAFIR-FP6 project. SAFIR is e-Government project: whose primary objective is to give each citizen an equal opportunity to access, update and manage existing authorized content and allow civil servants to more effectively gather, update and manage information in the field. 

Mr. Brummett is a frequent and panelist at leading IT conferences, tradeshows, workshops, universities and colleges as well as, author of several books, whitepapers, and articles covering a wide range of business continuity, data communications and telecommunications networking topics. 

David Talbot, Vice President of Development

David Talbot

David Talbot is the Vice President of Development for Data Systems International.  He is the author of Applied ADO.NET (!APress) as well as numerous articles on security, .NET, database, and cube analysis technologies. David has completed multiple integration projects using Rosetta, BizTalk, Tibco, and other technologies.  During the past four years, David engineered the development of the ClientTrack Platform and its eight designer tools.  His unique vision and unmatched technical skills have molded ClientTrack into the state-of-the-art application for human social services.

Darin Patterson, Director of Account Management & Service Delivery

Darin Patterson

Darin Patterson oversees account management and service delivery operations to ensure successful ClientTrack implementation and exceptional customer service. Darin has over 6 years of experience implementing information management systems and best practices in social service organizations. With over 3 years of experience working with ClientTrack, he brings an in-depth knowledge of the application platform and process consultation.
